Perhaps you have had this experience? or desire to attain it?
or desire to repeat it?
I suspect it cannot be willed into existence, yet, when two people turn
their interest fully to one another it often happens.

had? yes, with hubby. although it does 'go away' now and again. but at the end of the day we've always 'found' it again.
desire to? of course, what's not to desire about it...
repeat it? ditto above
and i think you suspect right. you cannot make it happen. it's either there or not (hence my experience of it coming and going).
